Should be compatible with any mod, but I don't know about "Open Cities". Please try it and tell me about it.
*Personal considerations*
Since this mode is SURELY not very friendly, I tried to respect the legend. How about it? Markarth is poorly decorated due to fighting Forsworn. Windhelm only has Christmas trees because it's against the Empire.
*Install*
Open the package, activate it via Menu Launcher and enjoy!

Since this mod is SURELY not lore-friendly, I'm try to respecting the lore. How? Markarth is poorly decorated because is fighting against Forsworn. Windhelm have just the Christmas tree because is opposing the Empire.

Just delete the ESP and BSA
