Adjusted Imperial Legionnaire level lists and outfits to better reflect the original concept art and provide more armor variety.
summary
Tweaked Imperial Legionnaire level lists and outfits to better reflect the original concept and provide more armor variety.
In vanilla, most Imperial soldiers can only use light or studded armor variants (studded armor is twice as likely to appear as light armor). Heavy armor can only be placed on specific NPCs under certain circumstances.
Some of the original concept art for the Imperial Legion also interpreted the armor differently than what was in the launch game. The current Heavy Helmet design was originally used with the Studded Armor, the Officer Helmet in the game was originally used as a helmet for the Heavy Armor, and the Studded Armor was originally replaced by the Light Shield instead of the Heavy Shield. There is another layer of armor between Studded and Heavy, which uses the Officer Helmet as well as the Heavy Shield. Interestingly, this concept art is missing both the lightweight helmet and the full-face heavy helmet.
With this information in mind, I tried to edit the existing 3 armor sets in a way that made sense within the context of the current game and brought it closer to the original vision. I also implemented a new armor set with a new chest piece, the Imperial Officer's armor, to make sure each helmet had matching armor. The officer's armor is a reshaped version of General Tullius' armor.
All standard Imperial Guardsmen and Troopers can now be spawned with light, studded or heavy armor sets (equal chance of obtaining them). Officer armor was issued to most soldiers who had previously used heavy equipment.

Miscellaneous changes
The previously rarely used heavily armored Royal Helmet has been renamed the "Royal Studded Helmet" and is now lightly armored. In the game, they were already partially configured as light armor, but were later partially changed to heavy armor during development.
Imperial Plate Armor is now slightly better than Imperial Light Armor, but slightly heavier. This better reflects the conversation, pointing out that the conversation will put the user under more pressure.
The equipment of Generals Tullius and Karius has been slightly changed. Tullius's breastplate has been changed to light armor to match his gloves and boots. Since Carius is an officer, Carius has changed his helmet to one similar to the Officer's helmet.
Hadvar now wears heavy armor in Helgen and was given the helmet's armor during the Jagged Crown quest. This is more consistent with the new design philosophy.
Imperial Archers in the Civil War questline now use a unique list of costumes not previously used by them. The list has been edited to give them light or armored armor (equal chance of both).
Imperial generals fighting in the Civil War used armor as protective shields.
The Imperial Mages who fought Alduin in Unbounded Battle now wear bracers.
Imperial officers cut from the Civil War questline, if reinstated, will use armor-appropriate shields.
Imperial wizards removed from the Civil War questline have been edited to be restored to more appropriate equipment. They received the Armor of Light and the leather caps used by Imperial mages and torturers during their escape from Helgen.
Light and heavy shields always apply to their specific armor group. In the vanilla game, they were accidentally applied to soldiers with incorrect armor multiple times.

Install & use Install: follow the bundled instructions
- Unzip the archive from playbuff and read the bundled readme / instructions first.
- There is no universal mod manager for this game: some mods replace game files directly, some go into a game-specific Mods folder, and some need a game-specific community loader or tool first — follow the bundled readme.
- Place the files exactly as the readme says; mods with listed dependencies need those installed too.
- Launch the game to confirm it loaded; some games require enabling mods in settings or an in-game mod menu.
Install locations vary a lot between games and mods — the bundled readme is the most reliable guide.
