Adjusted cooldown time

Adjusted Shout's cooldown to more closely match Dragon's cooldown, as there is no mention in the lore of any limits on how fast or how long a person or dragon can shout in lore while still trying to maintain balance.

I also want to thank Vohcaz for his simulation of True Dragonblood. Same concept, but not for the Special Edition. With this in mind, and the fact that it was created using the PRE-Creation Kit tool and hasn't been updated since, I decided to create my own.
