A mod that completely removes the cooldown on Vanilla and DLC Shouts. Mod shouts are unaffected.
First of all, I am not a modder.
I just did some research and used the Skyrim Creation Kit to somehow create this very situational mod. But it works! !
What does it do?
It sets the cooldown of vanilla and DLC Shouts to zero. The mod's Shout is unaffected and maintains its initial cooldown.
It will also replace shout names with English names, so be prepared for this if you're not playing in English.
If you don't want any shouts to have a cooldown, just type the following command into your game console: "player.setav shoutrecoverymult 0".

- Download and install the desired mod variant using your favorite mod manager
- Since I'm not a modder I can't really tell you anything about compatibility and Loadorder, but I have absolutely no problem using 50+ mods in my safe game, so I guess they don't matter.

Install & use Install: follow the bundled instructions
- Unzip the archive from playbuff and read the bundled readme / instructions first.
- There is no universal mod manager for this game: some mods replace game files directly, some go into a game-specific Mods folder, and some need a game-specific community loader or tool first — follow the bundled readme.
- Place the files exactly as the readme says; mods with listed dependencies need those installed too.
- Launch the game to confirm it loaded; some games require enabling mods in settings or an in-game mod menu.
