Stormcloak escorts prisoner

Change the world where Stormcloak soldiers are imprisoned by the Empire/Talmor. Instead, in this mod you'll see Imperial troopers or Telmor spies being escorted to Windhelm by Stormcloak solders.

Three Stormcloak soldiers will randomly escort an Imperial soldier or a Telmor spy to Wyndhelm Barracks (where the prison is located). If released, they will run to the Surgitude or Thalmor embassy respectively. Created for immersion purposes because I was a Northern figure who won the Civil War but still saw my brother captured. This is a replacement for the original event, so there will no longer be any Stormcloak prisoners being escorted anywhere.

Updated to 2.0 to fix some bugs I noticed.

-Previously, Thalmor Spy was not spawned due to the requirement to currently remain under Imperial control. As this was considered a pattern that needed to change after the Civil War. Thalmor Spy now spawns properly.

-Goofy voice lines for Empire and Talmor have been reduced to only 3 each. There aren't many good choices, but three should be understandable (given the ironic/condescending nature of Thalmor's route).

Note: I don't know how to make the guards attack if I choose to release the prisoner. They will still attack and kill prisoners normally, but will not become angry at you unless you attack them. Considering this is an immersive game of real post-Civil War Nords, hopefully all of us can play a role, and releasing the prisoners is just an act of speeding up the legal process with some kind of "backwoods justice" wink.
