Add two statues and a button in the center of the lower level. By activating them, each function can be toggled.
Statue on the north side: Portal of Sovngarde
Statue on the south side: Gateway Soul Mountain
Button on the pillar: Perkins Reset

To use these, you must complete the Vanilla, Dawnguard, and Dragonborn main quest lines.
Portal to Sovngarde: Complete "Dragon Slayer"
Portal to Soul Cairn: Complete "Kindred Judgment" (Dawnguard or Vampire side)
Perk Resetter: Complete "At the Apocrypha Summit"
