Dude, I did it. FINALLY!
These are just Skyrim's configurations, but they do remove the lag and stutter just replacing them.
For the record, this is a replacement for ini. Skyrim's files, two of them, they were tweaked by me and they already work, you can edit them if you want xD.
There are two versions, a bethini tweak and a vanilla.
I read the step guide adjustment and added a version white step adjustment.
So, if they don't work for you, report it.

Install & use Install: follow the bundled instructions
- Unzip the archive from playbuff and read the bundled readme / instructions first.
