Dismiss the flowerpot in High Hrothgar's hall above the fireplace.
The floating tank issue is in the grid file itself. USLEEP fixes this issue, returning all mods that override the USLEEP fix to floating. As far as I know, the mod touching ruinspot02.nif is based on the SMIM version, but doesn't adjust the transform to make the potentiometer stop floating.
