You can buy it in Warmaiden's shop, which has a new merchant called Tervendos Rarram (weird name, but sells weird weapons, nothing special). It could be unbalanced, so if it's really unbalanced then I'd try to fix it.
Require
Skyrim (it would be weird if the mod didn't require the base game)
Mod contains 1K texture size (albedo, self-illumination, glossiness is DXT1, normals are uncompressed)
Optionally, you can install 2K, 4K textures (may be for screen archers or mod reviewers). Normals are DXT5 compressed.
Install & use Install: follow the bundled instructions
