You need to complete the Touch the Sky quest of the Dawnguard quest line.
You will then need to ask him about Auriel's Bow, and then ask him again about the Sun Arrow. After that, there's the option to have him learn your spells.
If you have already asked him to craft Sunhallowed Arrows, before installing this mod you can use the following console command to display the dialogue options: If your restoration level is 65 or higher, he will teach you this spell. Otherwise, you will be informed that your recovery level is not high enough. This spell requires you to be outside during the day (5am to 7pm) while the sun is out. You will transform an arrow for each actor, similar to the Transmute OreVanilla spell.
