About this mod Machine translation
zEdit patch that allows you to configure NPC levels based on their type, allowing for truly downgraded Skyrim
summary
Enemy Releveler is a configurable zEdit patcher that allows you to edit the levels of NPCs. By default, it makes different enemy classes (e.g., Bandits and Dragor) more distinct, but makes different classes of the same class (e.g., Dragor's Bane and White) more similar. This greatly expands the difficulty differences between different types of dungeons while making the experience more consistent within each dungeon. Some dungeons will now no longer be accessible to low-level characters, while mid-level and high-level characters will find other dungeons easy. It is highly configurable and can achieve almost any result.
what it can do
For example, whenever you encounter level 13 draugr scourge, you will now encounter level X draugr scourge, where you can adjust the value of X. Releveler doesn't change the enemies that appear, so you'll get the same variety of enemies as always. Therefore, the game becomes more difficult as the Releveler increases the enemy level. Where you lower the enemy level, the game becomes easier. By default, the Releveler squashes the bandits' levels and sworn them, making it easier for high-level NPCs, but the dwarf automata's levels are pulled up by others, making them more difficult. Other enemies, such as draugrs, have their levels "compressed" without moving much, so a low level draugr is much stronger, but a high level draugr is slightly better than vanilla. The end result is a natural progression between the various enemy types: low-level characters fight wild animals, bandits, and Forsaken; mid-level characters can also manage sorcerers, monsters, and magical beasts; and only high-level characters can hope to defeat dwarven automatons, vampires, and dragons. But all of these are configurable, so users can set things up to their liking.
how it works
NPCs in Skyrim are assigned to "factions". These determine how NPCs interact with each other and react to the player. Most NPCs are in multiple factions, but there is almost always a faction for each type of enemy. So there's a Draenor faction, a bandit faction, even a fisherman faction, and so on. Releveler goes through all *NPCs and checks their faction list, finds the diagnosed faction and adjusts their level accordingly.
A few enemies do not have a fixed level, but their level depends on the player. In these cases, the Releveler adjusts its upper and lower bounds but keeps its leveling state unchanged.

Install & use Install: follow the bundled instructions
- Unzip the archive from playbuff and read the bundled readme / instructions first.
- There is no universal mod manager for this game: some mods replace game files directly, some go into a game-specific Mods folder, and some need a game-specific community loader or tool first — follow the bundled readme.
- Place the files exactly as the readme says; mods with listed dependencies need those installed too.
- Launch the game to confirm it loaded; some games require enabling mods in settings or an in-game mod menu.
Install locations vary a lot between games and mods — the bundled readme is the most reliable guide.
