Dawnstar Dawnstar is a major port city and one of the most important trading centers in Skyrim. It lies between Solitude and Winterhold, and is about the last ice-free port before Windhelm. Dawnstar Cities attempt to improve Dawnstar by adding fortifications and expanding the port area. It attempts to emphasize the difference between the Upper District, home to the Jarl and Guardsman barracks and focused on defense, and the Lower Harbor District, which focused on port activities and trade.
