This mod is based on Iriodus' Perks Unbound - Legendary Edition (Skyrim Legendary Edition Patch.esp.

So Skyrim with all DLC and the unofficial Skyrim Legendary Edition patch.

I like the idea behind Iriodus' mod, but feel it should be expanded. One of the big problems I have with Skyrim's perk progression system is that it makes you reach a certain level before you reach a certain skill level, when most of the time it could be more fun. Feel free to choose and evolve your perks as there is no real sense of logical progression among the many trees. In most cases, logically, perks are not locked until a completely unrelated trait is fully unlocked, or until an arbitrary level in a skill is gained. Collecting the next perk point takes just long enough that it at least makes me feel like I'm building up to my own specific set of perks, rather than being forced to choose perks I don't care about at the moment. .

In my opinion, there's a good sense of progression in the ONE perk tree, and it makes sense to keep the level requirements for the Smithing perk set (in addition to the Arcane Blacksmith perk, which I'm also free to choose). There, you're obviously meant to progress from one set of materials to a better set of materials, and so on.

Long story short... this mode makes it possible for most perks outside of Smithing to be unlocked independently of other perks and independently of skill level (including the Arcane Blacksmith perk).

In those cases where the perk does make logical or gameplay-mechanical sense based solely on another available incentive, the perk requirement is still present if the relevant incentive is activated first (the perk is effectively useless without the other incentive being activated).

Update - Alternate version

By popular demand there is now another version of the mod where any perk from the Forging skill tree can also be unlocked at any level without requiring any other perks.
