They can be purchased from Solitude, a new merchant in the Leila FunMaker marketplace. Prices vary depending on the complexity of the mask design. Opening hours are 8:00 am to 8:00 pm.
To install manually, move the carnivalehelm folder directly to Data>Textures>armor. Move CarnivaleMasks.esp into data.
These masks can be enchanted, but like other helmets they only bring certain enchantments. More information can be found here.
I recommend putting the mod at the bottom of the load order.
