This is unscripted. This was a request made to me by our fellow modjako747 who wanted 50 Telmor bastards to wage war on him and his minions.
story:
The Thalmer embassy is now largely guarded by 50 of the Aldmeri Dominion's best soldiers.
Kill them all in Skyrim.
If you defeat them, they will respawn on day 10
Just don't visit the place within 10 days.
