Adding a Journal in Skyrim unlocks 2 perks that scale bound weapon damage and destruction spells based on your Transformation and Destruction levels.

This little mod adds a new journal that you can select and use as you go, just like a Spell Tome. It adds 2 points to the perk, which increases the damage done by breaking spells and bound weapons.
The key is to only have Destruction Spells and Bind Weapon scale with you. The only thing this mod does is add an "encounter" in the temple, rather than just adding it to your inventory or randomly placing it.
Location
You can find the journal in the shrine of Mehrunes Dagon. Once you reach a certain level, you will be taken there via a courier's letter. Keep doing your mission, hehehe.
Outside the door you'll find the body of what appears to be an Imperial Battle Mage.
