🎯 Module function
This mod rebalances the skill book system in the game:
- **Adjust reading experience value**: Reduce the `ReadingXpPerHour` parameter value to one third of the original value
- **Extended Reading Time**: Triple the `LengthInGameHours` for all `Document Type="3"` types
- **Compatibility**: Compatibility of PTF patches has been considered
