This mod bypasses the game's "CreateItem" function restriction on quest items. You can now add quest items via the console even if the associated quest is not active.

After some research, I found that the game's "CreateItem" function blocks items with the "isQuestItem" attribute when the quest is inactive. This almost completely prevents you from obtaining these items through any method before or after the mission begins.

This simple mod bypasses the restriction by setting the "isQuestItem" property of all items to false, allowing you to add quest items via the console.

The original intention of Warhorse Studio may be to prevent players from getting stuck in levels due to adding mission items at will. However, this also means that once you miss certain items, you won't be able to get them even using console commands.
