When installing a program, you need to find the .exe of the game you want to use. Once you find it in the game files you can click on dx9 or dx10/11/12 depending on the game itself.
You will then be able to choose effects in the game...I always choose:

Once you have checked them go ahead and make sure to check all the boxes in the upcoming options. Then once that's done and installed into the correct exe folder, you can launch the game and follow the on-screen instructions.
Once installed and in the game, all you do is search for the file you downloaded as a preset and click on it and it should apply.

IMPORTANT NOTE: This is not a texture mod, so if you have any texture mods installed you can use my mod alongside it.
