You need to equip a magic weapon with a corresponding weapon spirit, have a 300+ affinity with the weapon spirit, and have a letter from Axi in your backpack.

There is no letter from Ah Xi in the backpack, and the weapon spirit event probability is the default probability, which is equivalent to canceling the event function of this mod, but the CD modification is still there.
