This is a standalone Voice Player script originally included with OBE Studio's CW The Flash DLC

--------------------
This script allows the user to play random .mp3 and/or .wav files for any specific ped model when a button is pressed.
Default controls: E on keyboard, Dpad-Right on controller (configurable in settings.ini).
Possible control names. Default is "Talk".
Volume is configurable; ranges from 0 to 1.
In settings.ini, allowing interrupt speech allows the ped to stop speaking and forces the currently playing sound to stop if the ped ragdolls or takes any damage.
Require:
ScripthookV
ScripthookV.NET
Install:
Extract the included "scripts" folder to the GTA V installation directory; merge the folders if necessary.
How to add your own .mp3 and/or .wav voice clips:
Navigate to the \scripts\Voice Player\ folder.
Create a new folder with the same name as the ped model spawn you want to configure. For example: Franklin's ped model generated name is "player_one". Franklin and Michael have included sample folders and voice clips.
In the folder you created, add the .mp3 and/or .wav files you want to use for the ped.
While in game, change your player model to the one you just configured and press the voice button (default: E on keyboard, Dpad-Right on controller).
Install & use Install: follow the bundled instructions
- Unzip the archive from playbuff and read the bundled readme / instructions first.
- There is no universal mod manager for this game: some mods replace game files directly, some go into a game-specific Mods folder, and some need a game-specific community loader or tool first — follow the bundled readme.
- Place the files exactly as the readme says; mods with listed dependencies need those installed too.
- Launch the game to confirm it loaded; some games require enabling mods in settings or an in-game mod menu.
Install locations vary a lot between games and mods — the bundled readme is the most reliable guide.
