This mod will replace the current flags around the map with Swedish flags.

All flags are updated and built to 4K.

Install:

Using OpenIV, navigate to Grand Theft Auto V/x64c.rpf/levels/gta5/props/building/v_rooftop.rpf
Make backup copies of the following files:
prop_flag_ls.yft
prop_flag_ls_s.yft
prop_flag_lsfd.yft
prop_flag_lsfd_s.yft
prop_flag_lsservices.yft
prop_flag_lsservices_s.yft
prop_flag_sa.yft
prop_flag_sa_s.yft
prop_flag_sapd.yft
prop_flag_sapd_s.yft
prop_flag_sheriff.yft
prop_flag_sheriff_s.yft
Replace the files provided in the archive with the files listed in step 2

Unzip the archive from playbuff and read the bundled readme / instructions first.
There is no universal mod manager for this game: some mods replace game files directly, some go into a game-specific Mods folder, and some need a game-specific community loader or tool first — follow the bundled readme.
Place the files exactly as the readme says; mods with listed dependencies need those installed too.
Launch the game to confirm it loaded; some games require enabling mods in settings or an in-game mod menu.

Install locations vary a lot between games and mods — the bundled readme is the most reliable guide.
