Drag and drop fesejijiaren (in the DLC file) into \Grand Theft Auto V\mods\update\x64\dlcpacks using OpenIV.
Then go to dlclist \Grand Theft Auto V\mods\update\update.rpf\common\data\dlclist and add the line dlcpacks:\fesejijiaren\
