• Put "gosuke4mods\dlc.rpf" into "update\x64".
• Use OpenIV to extract "dlclist.xml" from update\update.rpf\common\data
• Add new line "dlcpacks:\gosuke4mods\" to "dlclist.xml"
• Save and replace the old one in update\update.rpf\common\data

uninstall

• Use OpenIV to extract "dlclist.xml" from update\update.rpf\common\data
• Delete this line "dlcpacks:\gosuke4mods\" to "dlclist.xml"
• Save and replace the old one in update\update.rpf\common\data
• Double-click "uninstall_mm1001.oiv" and follow the on-screen instructions.

Or manually delete "gosuke4mods" from update\x64\

If you want to add emergency lights and siren sounds, you need to edit "update\x64\dlcpacks\gosuke4mods\dlc.rpf\common\data\carvariances.meta" and "update\x64\dlcpacks\gosuke4mods\dlc.rpf\common\data\levels\gta5\vehicles.meta" as shown below.
