Install:
Make sure to install all required mods first.
go:
(Steam version) Go to - C:\Program Files (x86)\Steam\steamapps\common\Grand Theft Auto V\plugins\LSPDFR\PoliceSmartRadio\Display
(Disc version) Goto - C:\Program Files\Rockstar Games\Grand Theft Auto V\plugins\LSPDFR\PoliceSmartRadio\Display
Then drag and drop the .PNG files in the folder into the directory above. When asked if you want to overwrite the existing file, select "Yes".
In the game Radio Alignment:
Alignment is set on 1920x1080 monitors and should work on all monitors, but if it's not in the correct position you may need to do this (in game and while on duty) To properly align your resolution, press ctrl + shift + z to change position and resize the radio (W, A, S, D and Q&E) ctrl + shift + z to save and press enter to close.
