Install:
1.) Get "FranklinFBI" and "Objectlist" and put them into the scripts folder of your GTA 5 home directory. (The object list is 10k and much better than the stock list, so trust me everything is fine.

Open GTA 5, use F7 to open the map editor, enter Load Map, select XML and enter (FranklinFBI)
