Install:
You need to install "Map Editor" and "Menyoo" and "Open All Interiors".
Use the map editor. Load "dwph3" then "ddd". Don't "enter" the map editor, just load it into the game and you will be teleported to the location.
When both files have been loaded, you will be transported to the underground garage, from where you can enter the penthouse. Use the elevator to teleport between floors.
