Copy the navigation folder to:

/Grand Theft Auto V/mods/update/x64/dlcpacks

Extract using OpenIV:

/Grand Theft Auto V/update/update. rpf/common/data/DLC list. XML

Open it with Notepad and add a new line:

dlcpacks:/navigator/

Save it and replace it with OpenIV.
