Best experience in the world.
Lively World also explicitly supports most of the content in VWE (2.2), so you can get that as well. Keep in mind that VWE and WoV can be installed together and provide themselves with compatibility patches.
Disclaimer:
Lively World's goal is to dynamically add simple scenes and events, but it's not a replacement for something like WoV. not at all. For a vibrant world, you need a population model like WoV. The lively world only adds to the liveliness of the top layer.
Additionally, Lively World won't handle complex situations like bank robberies or proper towing services; those things will always be dedicated scripts.
It might include simple side tasks, but not yet.

Update - 0.6b
Fixed an issue where racers would never spawn. Also improved the script introduction notification.
Updates - 0.6 (current) - Album
Towing Service and Coroner will need to be updated to be compatible with Lively World 0.6, so watch in the coming days. However, it doesn't matter.
Major fixes/improvements:
- DispatchWorks support.
- Immersion: Newly spawned entities will fade in and out, as vanilla games usually do
- Performnace improvements (large loads distributed along different process ticks)
- Greatly improved emergencies (they are now multi-vehicle and support DispatchWorks transport)
- Added some traffic scenes (stripping vehicles in gang areas, two bike scenes (police/civilian), one about loud vehicle radios, another about vehicles actively overtaking on the highway)
- Improved vehicle exit scenario
- Improved traffic spawners and traffic changers, these vehicles can now be selected for additional interactions
- Redefined basic functionality that improves the overall inner workings of the script

Don't you want to see what happens? This script makes things happen!
More specifically, it enables the game's non-player characters to interact with the world around them. Peds will use parked cars, taxis will pick up people, criminals will set up shady deals in quiet areas, emergency services will be more active, etc.
It will also inject additional cars into traffic that you can add yourself.
Just go to GTAV/Scripts/LivelyWorld.xml and edit the values there.
This project is in the early stages, expect bugs and barebones features. Wait until 1.0 if you want the full experience.

Unique events can now occur, all dynamically placed and non-intrusive. You can interact with them or let them develop on their own.
Attach vehicle injectors so you can make your favorite cars spawn naturally in traffic
Other vehicle improvements (trailer actual towing, air traffic, barn discovery, etc.).

Known issues
- Events and scenes have balance issues. You may see too many or too few of them. I'm still studying probability.
- For NonSteam users, peds taking photos of vehicles crashed the script. Disable PlayerCoolCarPhoto in GTAV/Scripts/LivelyWorld.xml to avoid it. (I will figure it out myself in the future)
Known Issues - Other Mods (Vehicles, Populations, etc.)
Lively World makes heavy use of information defined by the Mods/Add-Ons it uses.
This includes:
- Ped type
- Vehicle skeleton position/existence
- Vehicle name
- Vehicles
- Vehicle defined driver (model)
This is both good and bad. LivelyWorld will properly use high quality c …
Install & use Install: follow the bundled instructions
- Unzip the archive from playbuff and read the bundled readme / instructions first.
- There is no universal mod manager for this game: some mods replace game files directly, some go into a game-specific Mods folder, and some need a game-specific community loader or tool first — follow the bundled readme.
- Place the files exactly as the readme says; mods with listed dependencies need those installed too.
- Launch the game to confirm it loaded; some games require enabling mods in settings or an in-game mod menu.
Install locations vary a lot between games and mods — the bundled readme is the most reliable guide.
