REAI: Rational Imperial Artificial Intelligence (1.3 & 1.2 + new sub-mod!)
REAI: 理性帝国人工智能(1.3 & 1.2 + 新子模组!)
About this mod Machine translation
Does the original AI ruin your immersive experience? It wastes treasury funds to build buildings in provinces with low control, with zero return on investment; blindly chooses useless government reforms and class privileges; blindly recruits peasant militias instead of forming a regular professional army; and creates messy and fragmented national borders.
REAI (Rational Empire AI) is a complete remake of the underlying script module, allowing AI to govern its own empire like a real country that is proficient in calculations and operates with rigorous logic. The module uses custom script injection and rigorous logic judgment mechanisms to force the AI to prioritize the development of professional regular armies rather than weak militias, stabilize human reserves, optimize government reform options, and adopt a regular and strategic expansion route.
A new companion sub-module is now available!
Although REAI has corrected the AI's willingness to form regular troops, the original game engine sometimes still does not actively build armories, barracks and other buildings, which cannot support large-scale armies in the middle and late stages of the game. To get the most complete gaming experience, I strongly match the official supporting sub-module REAI: Army & Manpower Overhaul (AAMO). This module will force the AI to actively build various manpower-related buildings!

⏳ Important Preliminary Instructions
Before starting to play, let me make one point: REAI is not a brainless enhancement module. It will not increase the AI's population out of thin air, nor does it have hidden tax cheating effects.
If you turn on spectator mode and expect to see drastic changes in various data in the early stages of the game, you will most likely be disappointed. In the first few decades, AI is only consolidating the foundation for development: even if early countries usually only have 2 to 3 reform slots, AI will actively abolish inefficient reforms and select high-quality reforms.
Objectively speaking, since the 1.2 version update, the original AI has done a good job in basic tax management, and REAI is just further polishing and optimizing on this basis. The real core changes of this module are concentrated in the two major sections of reform and class governance, and military AI logic: improving the royal control mechanism, promoting tax reform, rationally selecting class privileges, completing the transformation of professional regular army, giving priority to the construction of manpower-related buildings and infrastructure, making combat strategies more rational and no longer afraid of war, and actively avoiding border separation.
The real snowballing effect of mods becomes apparent in the mid-to-late game. A poorly governed AI country will still decline, but an AI with clear ideas will steadily build a solid economy and a professional core force capable of fighting well. Please give AI enough time to develop.
🚀 Core features & adapted to version 1.2 updates
🏗️ Smart economy and infrastructure planning
Allocate infrastructure funds according to control: AI refuses to squander the treasury in provinces with low control, and concentrates financial resources on high-value core territories to maximize investment returns and build a solid economic foundation.
Infrastructure priority adjustment: The construction of roads, temples, bridges, locks and canals has a higher priority than large-scale economic investment buildings.
Autonomous construction of village and town buildings: Each class can now independently build village and town-level buildings and core infrastructure, a feature that was limited in the original Europa Universalis 5.
Hospital population growth bonus: The hospital provides +0.10% population growth gain.
Control of treasury revenue and expenditure: maintain stable treasury reserves and pursue a healthy and positive fiscal surplus.

Install & use Install: follow the bundled instructions
- Unzip the archive from playbuff and read the bundled readme / instructions first.
- There is no universal mod manager for this game: some mods replace game files directly, some go into a game-specific Mods folder, and some need a game-specific community loader or tool first — follow the bundled readme.
- Place the files exactly as the readme says; mods with listed dependencies need those installed too.
- Launch the game to confirm it loaded; some games require enabling mods in settings or an in-game mod menu.
Install locations vary a lot between games and mods — the bundled readme is the most reliable guide.
