The base value is
global_migration_speed = 0.0001
This is obviously a typo. Migration is rounded to 1 full population and is always 1 at these small values. Even if the migration speed reaches 250%. Remember, the average person has -90% inherent speed, so rounding is more detrimental to you.
Obviously it should be
global_migration_speed = 0.001
At this value you can really see the change.
global_migration_speed = 0.00075
This is the final value, and this value feels more balanced. However, it still depends on the circumstances.
I also downgraded two migration cabinet actions because the current cabinet actions were buggy and too powerful. Even after I nerfed them, they still seemed too powerful.
