Construction Manager
This is a large-scale game experience optimization (QoL) mod that adds new automation features, filters and map modes to greatly improve the EU5 building experience.
Automation functions
Automatically expand buildings: When enabled, new building levels will be continuously constructed whenever possible. You can toggle this feature individually for each tile, or enable mass expansion to build as many of the building as possible in all eligible tiles.
Auto-expansion RGO: Adds new Resource Gathering Industry (RGO) levels in blocks with auto-expansion turned on.
Automatically upgrade all buildings: Upgrade outdated buildings to the next level nationwide, regardless of whether the building has automatic expansion enabled.
Auto-Construction: Build unique buildings in each block (Town Hall, Library, Market Village, Settlement Buildings, Infrastructure, etc.) in the order of priority you choose.
Automatic Grain: Build grain-producing RGOs and grain buildings in rural areas and choose the highest marginal grain output. Can be enabled on a per-block basis, or switched in batches based on criteria of your choice (such as wheat on a river).
Automatic Urbanization: Promotes rural settlements to towns and towns to cities every month. Supports sub-item switching by level and includes RGO ignore lists (gold, gems, spices, etc.).
Automatically construct capital buildings: Construct capital-only buildings (Royal Court, Supreme Court, War College, Admiralty, Chancery, Parliament, etc.) when conditions permit.
Automatically grant city perks: Grant enabled city perks to your cities and megacities in order of priority.
Highly configurable: Each feature can be enabled or disabled, with many options such as minimum control, minimum gold coins, minimum discount, etc.
new filter
Added custom search filters to block and building lists:
Tax base and wealth (with/without control scaling)
Building level occupancy (relative to support cap)
Production efficiency and building grade
Grain potential for each RGO level
R.G.O. Value
Number of blocks per province
Attacker penalty (from terrain)
Good immigration targets (non-urban areas with populations below 30,000)
Automatic expansion enable/disable
map mode
Breadbaskets: Highlights blocks with automatic grain enabled.
Grain potential per RGO level: Color blocks according to natural grain potential. Taking into account RGO, terrain, vegetation, climate, static modifiers for naming, water sources, and assumed maximum bonuses from windmills, agricultural villages, irrigation systems, etc. Essentially, it shows you the blocks with the highest potential food yield.

Install & use Install: follow the bundled instructions
- Unzip the archive from playbuff and read the bundled readme / instructions first.
- There is no universal mod manager for this game: some mods replace game files directly, some go into a game-specific Mods folder, and some need a game-specific community loader or tool first — follow the bundled readme.
- Place the files exactly as the readme says; mods with listed dependencies need those installed too.
- Launch the game to confirm it loaded; some games require enabling mods in settings or an in-game mod menu.
Install locations vary a lot between games and mods — the bundled readme is the most reliable guide.
