If you want to use DS Map Studio to merge changes to regulation.bin, I've uploaded the csv export file in the Miscellaneous Downloads section. I edited EquipParamGoods (edited 3361 and added 3362) and SpEffectParam (duration of 503355 and 503361).
If you do not merge the msg folder (just add the translation of 3361 to 3362), the used blessings will show missing text, but this does not affect the use experience.
