【Module Introduction】

This module adds a new contract system to the Celestial Dynasty system that revolves around "separation of military and political affairs" and "local assistance in defense".

On the basis of the original Chinese administrative structure, this module adds corresponding defense contracts for local administrative units such as Chinese families, county magistrates, Minzhous, and production and development provinces, so that these civilian or grassroots governance units can be included in the war convening and defense support system of the Chinese Dynasty during wartime.

These units still retain civilian and local governance attributes, but can assume assisting defense obligations under certain conditions and participate in local defense, war support and defense mobilization.

At the same time, this module adds a camp/landless military governor system, as well as a set of landless title management interactions for creating, granting, marking, moving capitals, relocating manors, adjusting legal principles, and managing landless military titles. This system mainly serves the separation structure of military and political affairs in China, so that civilian units are responsible for governance and military units are responsible for garrisoning, dispatching, assisting defense, and war support.

The core idea of ​​this module is:

Civilian units are responsible for governance, development and local administration;

Military units are responsible for garrisoning, dispatching and war support.

By adding new contracts, this module attempts to form a clearer military-political division of labor structure within the Celestial Dynasty system, so that local administrative units are no longer completely separated from the military system, and at the same time, it prevents civilian vassals from directly becoming ordinary military vassals.

• Added local cooperative prevention contract

Join defense contracts for local units such as the Celestial clan, county magistrates, civil states, production and development provinces, etc., so that they can provide certain military support during wartime.

• New camp/landless military governor contract

Join the Military Governor Contract for landless military characters.

Landless military governors do not directly control civil affairs land, nor do they assume local development and financial governance responsibilities. Instead, they focus on the concentration of military power, garrison arrangements, wartime dispatch, and military command.

• Management menu without land title

This module partially expands "[RIT] Simple Territory Management" and adds landless title management, making it more suitable for use with landless titles, military governors and the Celestial Assistance Defense System. It can be used independently, but it is still recommended to be used in conjunction with "[RIT] Simple Territory Management".

【Contract type】

• Camping/Landless Military Governor

For landless military roles, it emphasizes military command, title soldiers, garrison dispatch and combat capabilities.

It is positioned as a formal military position and is not responsible for civil and political governance. It is the core military node in the system of separation of military and political affairs.

This module has built-in corresponding non-land title management menu interaction.

It is currently unclear how to stably create playable landless titles. If the character does not have a family title and inherits a landless title but has no territory, the game may end directly.

• Xiang Yong/Grassroots Assistance Defense

For landed barons, county magistrates, lower-level noble families, or lower-level landless local units.

Its role is to integrate grassroots civilian units into the wartime assistance network so that local governments can provide limited military support and defense response.
