The treasury debts of all indebted officials can be paid off at once, eliminating the need for repeated operations using the original interaction one by one.
The resolution dynamically calculates and displays the required treasury total based on the current arrears of all indebted officials.
The actual debt repayment still uses the processing logic of the original pay_treasury_debt_interaction, so the corresponding containment, influence and related dynasty cycle effects will be obtained normally.
When there are no indebted officers, the resolution will still appear but will not be enforceable.
This function is only a convenience improvement for batch operations and does not change the original single debt repayment mechanism.
