~~~~~~~~~~~~~~~~~~~ MOD CONTENT~~~~~~~~~~~~~~~~~~
Let's see how much detailed stuff this mod does:
  • ---Library Transformation----
Great job adding 1 writing slot to each library.
----Government Building Changes----
Add 1 large work location of any type to the first 2nd level of Government Plaza, including:
  • Ancestral Hall (Level 1)
  • Audience Room (Level 1)
  • Warlord's Throne (Level 1)
  • Ministry of Foreign Affairs (TIER 2)
  • The Master's Chapel (Level 2)
  • Intelligence Bureau (Level 2)
----New Building: Forum----
If you decide to build it, it will provide you with:
Production cost: 250
Maintenance cost: None
Citizen Availability: Laws and Regulations
Prereq Architecture: Monument
District: city center
+1 Housing (Wink to Empire's starting forum).
+1 gold per turn (Forums are historically the first known place of commerce).
+1 Governor title (also on the forum, the first place to see political births).
----New building: City Plaza/Water City Plaza----
This new building was rejected in 2 forms. The first building called "Big City Plaza" is located in the entertainment complex. Another "Water City Plaza" is built in the water park area. They are strictly the same and bring the same bonuses.
If you decide to build it, it will provide you with:
Production cost: 280
Maintenance cost: 2
Citizen Availability: Games and Entertainment
Prereq Architecture: None
Area: Entertainment Complex (any of these, including Brazil)
+1 comfort bonus.
+1 travel bonus. (This will be your earliest from the original age)
+Culture +2 per turn. (This makes sense and is reasonable)
+1 Great piece of music slot. (This will get you to start with the earliest age)
----New Building: Conclave Hideout----
In my opinion, this 3rd building is extremely necessary in this game. It symbolizes the birth of Espionnage in this game. My friends, I have to say that Firaxis is wrong. First thing: realism. Espionnage actually existed for a long time, Suntzu for China and the Roman Empire for Europe (5th and 7th centuries) and it helped to found the first empire, a fact that should not be ignored (citing Wikipedia's folk encyclopedia description). Second, the espionnage system isn't that bad in a civ game, only if you have a mod to set up at least 60 turns of counter-action (if you need that btw, I have a mod in my fallout set) you can even have real fun playing with it... why deprive yourself?
But be careful! If you want your first spy to be faster...you're going to have to brave its head! reason? Realism (stealing espionage in the early stages isn't cheap) and fun (maybe that ends up being a reason to worry about loyalty in this game?) instead! I don’t think I’m bothered by these pimples.
If you decide to build it, it will provide you with:
Production cost: 400 (since free first spy included)
Maintenance cost: 7 (lol yes... friendly advice: check your economy before building)
Civic Availability: Political Philosophy
Prereq Building: Level 1 Government Building (any one)
District: Government District
+1 spy unit.
+1 free first spy. (All the production costs you put in, I can give you that haha)
  • 5 loyalty malus per city. (Also check before building lol)
~~~~~~~~~~~~~~~~~~~ MOD COMPATIBILITY~~~~~~~~~~~~~~~~~~~

This mod only works when creating a brand new game when activated and cannot be used on existing saves. Sorry, this is unavoidable.

This mod is designed to be compatible with most existing mods (tested with over 150 of my mods). Although if you run into a problem you can drop me a note if you need help fixing it manually.

Install & use Install: follow the bundled instructions

  1. Unzip the archive from playbuff and read the bundled readme / instructions first.
  2. There is no universal mod manager for this game: some mods replace game files directly, some go into a game-specific Mods folder, and some need a game-specific community loader or tool first — follow the bundled readme.
  3. Place the files exactly as the readme says; mods with listed dependencies need those installed too.
  4. Launch the game to confirm it loaded; some games require enabling mods in settings or an in-game mod menu.

Install locations vary a lot between games and mods — the bundled readme is the most reliable guide.
