Dynamic Diplomacy Dynamic Diplomacy
Introduction
The goal of this model is to make diplomacy more valuable and dynamic. Based on the discussions I've read and my own opinion, I think the main factor in diplomacy should be the actions you take, and the agenda needs to be a secondary factor. Diplomacy also needs to be more valuable.
NOTE: I will be releasing an update later today (2/12) so that this mod does not require the Polish DLC and I will update the installation instructions for it. I will also be adding custom leader friendship and alliance benefits, suggestions would be great.
Main changes
Some changes have been made to achieve the goals of the mod. Mainly:
Agenda Modifications: All modifiers for historical and random agendas are set to a maximum effect of 2 (positive or negative). Some agenda modifiers may still exceed this limit, but I will work on bringing them into compliance in future updates.
Reframed agendas: Certain historical agendas must be recreated in order to make them modifiable. Unfortunately, at the moment I can't completely reconstruct all of them and have to change some of the results. The agenda that has changed is that of Barbarossa, Saladin, Catherine and Trajan. Cleopatra, Hojo and Harald had predictable agendas. More information about the changed agenda is listed below.
Diplomacy Modifications: The impact and duration of most diplomatic actions have been reduced. Making friends should be easier now, and establishing trade routes should now make a lot more sense. More emphasis has been given to choosing diplomatic actions, such as razing cities, liberating cities, declaring friendship with enemies and denouncing enemies. I will provide a full list of diplomatic changes soon.
Diplomacy Bonuses: Friendship benefits are now available; benefits obtained after befriending the leader (bonuses are listed below, and a tooltip for the leader's agenda can be found in-game). After discovering writing, a research agreement is now available. The only requirement after that is to make the target a friend of the statement.
Agenda Request Modification: While testing, I noticed that negative demands on the agenda are more easily triggered than positive ones, especially those that require a yield ratio (culture, science, faith, etc.). I set most ratios to require -2 for negative modifiers to trigger, and 1.2 for positive triggers. Also, I made the palace a wonder, which helped Qin not get angry once he built a wonder, and I made Pedro and Peter more tolerant of their agenda.
Agenda activation: By default, the historical agenda is activated after 10 turns after meeting the leader, and the random agenda is activated after 30 turns. This has been changed so that historical agendas take 30 turns to activate and random agendas take 50 turns.
Replace all random agendas with new ones: A series of new randomized agendas have been set. The intention is to make them more balanced against each other, each random agenda now has 3 possible positive modifiers and only 1 possible negative modifier. The goal is to make the agenda more conducive to friendly relations. More information below.

Mac: Go to "~/Library/Containers/com.aspyr.civ6.appstore/Data/Library/Application Support/Sid Meier's Civilization VI/Mods" and place the unzipped folder there.
Note: If you want to use the mod with the Polish DLC inactive, please delete the "dlcChanges.sql" file after installing the mod.
Enable the mod by activating it under "Additional Content" in the menu.
Make changes
If you want to change the value of the turn requirement
Open the "slowAgendas" file in Notepad or other text editor.
On the fifth line you can change Value="30" to another value to change the time it takes for most leader agendas to activate.

Install & use Install: follow the bundled instructions
- Unzip the archive from playbuff and read the bundled readme / instructions first.
- There is no universal mod manager for this game: some mods replace game files directly, some go into a game-specific Mods folder, and some need a game-specific community loader or tool first — follow the bundled readme.
- Place the files exactly as the readme says; mods with listed dependencies need those installed too.
- Launch the game to confirm it loaded; some games require enabling mods in settings or an in-game mod menu.
Install locations vary a lot between games and mods — the bundled readme is the most reliable guide.
