Module introduction: The infinite cargo module is a module developed for the game "Cities: Skylines". It realizes a city without industry and transportation by providing unlimited quantities of cargo to commercial buildings, power plants, industries and shelters.
The functions of this module are as follows:
Commercial buildings have unlimited cargo (on by default), which means you can build a city without industry.
Coal and oil power plants have unlimited fuel (off by default).
Industrial buildings have unlimited materials (off by default) and you can choose to only have specific types of industry you want to exist in your city.
Placed industrial buildings have unlimited materials (requires Industrial DLC, i.e. Industrial Zone DLC, which is turned off by default).
Unique factories with unlimited materials (requires Industrial DLC, turned off by default).
Shelters have unlimited food (requires Disaster DLC, turned off by default).
Fishing port/farm/market/factory with unlimited fish (requires Higurashi Port DLC, disabled by default).
Service points with unlimited goods and/or materials (requires Squares and Walkways DLC, turned off by default).
You can configure the module to your liking. For example, if you wish to have no agriculture and forestry, you can toggle the food and wood options so that general industry has unlimited food and wood.
IMPORTANT NOTE: If you enable this mod for a resource (like wood, oil, etc.) and you have industrial buildings that produce that resource, those buildings will try to export all of their products. This will most likely result in industry being abandoned because there will not be enough buyers.
This mod does not adjust wagon/train spawn rates. A few trucks will still spawn to try to deliver goods, but in far fewer numbers than before.
Compatible mods:
There are currently no known incompatible mods.
Supports buildings placed using Ploppable RICO.
troubleshooting:
If you think the mod is not working: Go into the options menu in game and see if there is an "Unlimited Cargo" tab and make sure your options are set correctly. If the tab does not exist, make sure the mod is enabled in the content manager.
If the mod doesn't show up in the game's content manager: Try unsubscribing and resubscribing.
If you get an error about an XML file: Find the file in File Explorer (the path may be shown in the error) and delete it (InfiniteGoodsConfig.xml). This will reset your settings.
The mod can be safely enabled and disabled at any time without corrupting saves.

Install & use Install: follow the bundled instructions
- Unzip the archive from playbuff and read the bundled readme / instructions first.
- There is no universal mod manager for this game: some mods replace game files directly, some go into a game-specific Mods folder, and some need a game-specific community loader or tool first — follow the bundled readme.
- Place the files exactly as the readme says; mods with listed dependencies need those installed too.
- Launch the game to confirm it loaded; some games require enabling mods in settings or an in-game mod menu.
Install locations vary a lot between games and mods — the bundled readme is the most reliable guide.
