Hello folks! This is me trying my hand at modding again. Please keep in mind, that I am by no means an expert. I am still learning how to create NPCs and the basics of the creation kit. So please bear with me. If you happen to encounter the blackface bug, I sincerely apologize. Make sure to use loot for your load order. He uses the male condescending voice. So you may be able to marry him with console commands. But the main purpose of this mod is to add an interesting looking Altmer to the blue palace. For now he'll just wander around. Nothing fancy yet. Anyone who wants to give him costume dialogue later on or a lore-friendly backstory is more than welcome to. Just give me credit for it's original creation.
