In vanilla Skyrim you can't stagger an opponent that's already staggering. The usual solution was unresponsive scripts. This mod uses behavior making the response instantaneous.

For the game not to become too easy, NASC is recommended but I'd suggest you take a look at all my other mods anyways as they're made to be used together.
