在清除了土匪（有8個）並離開該區域後，堡壘將由帝國或風暴鬥士士兵重新填充，具體取決於誰擁有冬堡。
如果Winterhold轉手，可以爲新主人再次清除堡壘。

Allows Fort Fellhammer to be captured like other civil war forts.
After clearing out the bandits (there are 8) and leaving the area, the fort will be repopulated by Imperial or Stormcloak soldiers depending on who owns Winterhold.
If Winterhold changes hands, the fort can be cleared again for the new owner.
Requires my mod Fort Takeovers.
