Base game card changes
All of these changes can be manually turned on or off at any time and it will save your settings

Added -50% damage
Reduced health to -50% (from -35%)

Only one per game
Scavenger
Only one per game
Saw
Reduced range to 4 (from 4.5)
Only one per game
Tactical reload + Shields up
You can no longer get Shield up with Tactical reload and vice versa
